Your inspection of the property should NOT be done until his stuff is totally out and you can see the condition of the walls and floors, outlets, etc, behind, under, or above, whatever he has that is blocking that view.

I groggily rubbed my eyes and was just about to get up and walk her to the window where the "bush was rubbing" just as my toe hit the floor, the basement door right across from our bedroom door started shaking rather loudly and the handle was twisting very fast back and forth.

(PA)From what ive read it is only required to have a permit when your changing a pre-exiting floor plan (ie: removing walls, floors and outdoor contruction) which i plan on doing, and you have to have a rought sketch of your new floor plan. who do i submit this sketch to?
