He needs to shut them down by not answering the door or telling them they don't want to talk to them, period.You don't control your neighbors and tenants aren't allowed to break a lease just because someone weird tries talking to them.

The risk you run of not getting a permit is getting shut down by the city and fined.

Hence my radius is very small in proper PS walkable to all the shops and restaurants.

However, pay close attention to tenant quality, often Ive found lower quality tenants might not pay this bill, and the last thing you want to get into is water shut offs / back debts, and dealing with that.

Then they sell pad sites up front to secondary players (restaurants, cell carriers, gas stations, etc) once the anchors (Target, Bed,Bath,Beyond, etc..) announce.
