Unless the person just relocated, they need to be locals that have actually met with the patient or the animal.

One thing I have done occasionally is hang around after the sale is over and patiently wait until the LGB*S rep has finished their post-sale paper work with the constable. 

If it is closer to the 1% they are asking then you may have to be patient....

But patients and long term you get access to more money then you put into it. 

It took a bit to find my tenants, but I was patient and am very happy with the family that lives here.
