i'd start with a lot of internet research.

In internet speak its called "click bait". 

It sounds harsh on the internet, but it's a sound business decision based on risk factor.

They'll tell us they had a stack of letters and the majority of people didn't return voicemails, flat out didn't show up to appointments, and they called a lot of disconnected phone numbers.

@Andy Mirza I called the local Wells Fargo bank and scheduled an afternoon appointment w/ their notary in the bank, a 6 minute walk and a free service.

Typically takes several phone calls to set appointment with tenant, a reminder call as they usually forget, 20% of appointments get rescheduled at this point or tenant misses (forcing reschedule) - which both take more time.
