@Jessica Flack If these are indeed leases, you dont get to change the terms until the lease period is expired. 

Once rehabbed, I offered next lease expiration increased rent or same rent in rehabbed unit if they moved. 

Although I tried, I could not get them to appreciate my point of view on these matters, so I allowed their lease to expire.
