She returns late (9/10 pm) fairly often and feels safe being out at that hour (walking back from the station to our house).More recently I have had my packages stolen a few times and a couple of teenagers' attempted to snatch my wife's cell phone while she was texting while walking (Phone fell  and the perps ran off).

Underwriters and banks are trained to know what is a primary residence purchase and what is an attempt to buy a rental. 

I have attempted to reach hard money lenders, but all require inspections, appraisals, or some "proof of existence" which I totally comprehend.

The Landlord is attempting to force the tenants out by changing locks and turning off utilities.Are the Landlord actions legal?

I am hopeful that someone here is able to actually attempt to answer my question. 

If we attempt an offer on a property that we aren't so attached to and find more common, I hope that we are stronger in negotiations.
