The observation in this case is that barring extraordinary circumstances, the flow variable can (and does) change much more rapidly than the stock variable.The systemic contributors (ie: policy, lending environment, consumer sentiment) has an outsize effect on the ability for new units' pricing to move much more rapidly than existing units (ie: rental units), both up and down. 

And yes I totally hear you that tenants don't necessarily care about this but also, if you're really concerned about the environment, then this is an important population to target because they will be the last ones putting solar on their house... that is why I'm trying to figure out a way to make this work for them regardless.

Like a solid timeline before the project of the major steps would put my mind at ease and help me feel more aware and willing to give more space. 

I have not had an issue in either case, and if anyone asks, I have a response for them to put their mind at ease.

Regarding ability to weather recessions, what I like seeing in Montgomery is the two largest employment industries are the government and healthcare, both of which are steady no matter the economic environment.

From my untrained eye, it definitely improves the ease of entry and return based on initial investment for my position currently.
