You are allowed control over who pays what costs through control panels within the program… so you can control who pays the fee to screen a tenant and how much you charge for that service as well.  

Beware that if the loan amount you need is very low  ( sub  70K ) -  there are many lenders that cant/ wont be able to do the loan . 

I understand the costs involved with companies like RealQuest, titlepro, dealing direct with counties.

Can try to reposition to Class B, but neighborhood may impede these efforts.Vacancy Est: Historically 10%, but 15-20% should be used to also cover tenant nonpayment, eviction costs & damages.Tenant Pool: majority will have FICO scores of 560-620, many blemishes, but should have no evictions in last 2 years.

If no one has already run them buy a lawyer here in Georgia, would anyone be interested in splitting the cost to do so?

Not too low either, you don't want to go with someone who is just focused on price as this is a quality of a not-so-great accountant.

I've been using freetaxusa and turbotax and neither software has the option on t he Schedule to file it in a way that enacts the STR Loophole and allows the loss to be offset against my W2 income. 

Due to high costs in San Diego, I would likely have about $2500-$3k month negative cash flow even with renting out the rooms/house.
