If the system is looking at the same 100 properties as comps for both myself and the housing authority, my estimate might be based on the average for some or all of those properties, without regards to any amenities, but the housing authority's estimate is going to extract a narrower set of values, rendering a far more accurate estimate.

We have been renting this out as a short term rental on Air BNB which has covered costs, but we have a somewhat unfavorable debt structure on it that limits our ability to cash flow and/or extract equity from the asset.

Obviously the lower starting prices in the latter areas potentially give it a natural edge, but not sure if the PLG/Prospect Park South neighborhoods are still a whiles away from meaningful price growth.

What i'm struggling with is whether it's worth trying to do a non-recourse portfolio rental loan that combines all these into one loan. advantages are mainly that i get to wipe off the recourse nature off the record, can structure a 10-year IO period and ARM after that; however, the cost to complete is meaningful - 1% origination fee, $2-4k closing fees, new title policies cost of $15k or so, higher coupons of 4.3% +/-, prepay penalties and non-assumable, probably more difficult to selloff properties individually.
