If your objective is to walk away from the 9 to 5 you're going to either have to leverage/borrow or learn how to raise cash to support future purchases.  

Also, the area around the damage looks relatively clean as opposed to the exterior wall above the window... is there water staining and/or mold there, or does the wall just need a good cleaning?

Be sure to determine if it soaked into the sub floor or not, and also if it soaked into baseboard or walls too at perimeter of rooms. 

 $100/month isn't going to cover lawn care and snow removal IN ADDITION to leaky facets and other small repairs.There is no PM support here.

@Neil SternYou should be able to get a residential loan if your income supports it, if not you might have an issue with a commercial loan, since a 3 family in not so good neighborhoods is tough for commercial loans.Good luck!
