Owners have parties until the wee hours or hang out on their decks and no complaints but a renter does it and they call the police. 

This includes contacting the Better Business Bureau, Dallas Morning News, Mesquite Texas Police Department, Internet Crime Complaint Center, United States Postal Service, Attorney General for the State of Texas, and National Association of Mortgage Brokers.I was contacted by a high ranking official at the NAMB who said that he will go to bat for me if I do not receive a refund of consultation fees in full within 4 days.

I agree with Brian, HOA liens are not normally senior in CA.

Still has to go through lengthy period of nonpayment of rent, legal costs, possible damage to your unit, damage inflicted on your good tenants, etc.If someone furnished false ssns, I will tell them if they are not out tonight, I will be down at the police station swearing out a criminal report.

Has anyone ventured in the area of senior housing?

If I can’t recover my money, can I pursue it through criminal lawyers or police?

You now have talk of defunding the police, not only in NYC but in other cities as well.

Should I tell the complaining tenant I am only renting an apartment to him and am not a counselor or the police or should I listen to all complaints big and small as a way of keeping an open line of communication and staying on top of what's happening???  

You can also call the local police precint to get some info on different neighborhoods.

Consider speeding in your car, you might get away with out on a highway, try it in front of a police station and see how that works for you.
