Tenant Complaints - Question

Hello BP Community, I'm a DIY property manager for a couple of 4Plexes.  1-3 times a month I receive complaints from a tenant about a neighboring tenant. For example, today a downstairs tenant complained about the tenant upstairs making too much noise walking back and forth between 7:45 and 8:45 AM as they're getting ready for work.  Also, he's complaining about them using the vacuum cleaner every morning around the same time.  Should I tell the complaining tenant I am only renting an apartment to him and am not a counselor or the police or should I listen to all complaints big and small as a way of keeping an open line of communication and staying on top of what's happening???  So far, I'm doing the latter although I do let them know, if things worsen, they may have to seek legal advice.  BTW, it is in the lease that noise is to be kept down from 10pm to 8AM so technically the 'offending' tenant is not violating policy. Any input on how you would handle this is greatly appreciated.  Thanks & Have a good evening!

Just remind everyone in the building of the quiet time.  You can also suggest if they have an early morning, do their best to be quiet.  If they have problems, they should work it out with each other.
