(again, I may have missed it)- in terms of the rehab, and you may be familiar with this since you have a duplex in the area, but Gloucester City has specific things they look for during their C/O inspection. 

Most areas in Southeast are $50-$150Yes a GC will get all the inspections you need for a Certificate of completion then the tenants will build out the space and get their own permits and CO when their done.

In addition, watch out for "co insurance" which is a fancy way insurers get out of paying for the replacement cost.

Check your lease for co-tenancy clause or language similar that will let you reduce rents, remove guarantees etc. if a certain percentage of the center goes dark or an anchor plus out.
