So, yeah, I get it, it's been a good setup for both parties.That being said, (and perhaps this is my naivete coming into this new space) the fact that after all this time they decided to outsource the lease renewal negotiations feels like a "them" issue and like a one-off fee.  

He's been doing it successfully for about 12 years, six houses, and he makes a tidy profit each time.

I am wondering if this could be a good first time investment property concidering the following pieces of information?

Seems to me that the PM keeping the late fees could become an incentive for not collection rents on time.
