Using your time fighting to keep him in your unit is a waste because he leaving regardless. 

Fighting association is probably not a winning battle but it really seems like they are trying to skirt responsibility to fix common building pipes.

now i would get your attorney to fight for some kind of compensation for the vacancy during this time that you have been playing phone tag but as far as the SD it looks pretty black an white that it is owed back to the agency NOT the tenants. make sure you talk with the agency and if it needs to be returned that it goes strait to the agency that paid you not the tenants or you may be paying it twice..
