The reference to "principal Meridian" tells me it is a section land description rather than a platted lot and as such places it securely within the federal land registration system which is largely independent of county designation anyway.

Title companies can also have the ability to search for judgement searches, federal and state tax lien, restrictive covenants etc.My title company can complete a title search in several days but even the search itself can be difficult to comprehend. 

However, it's a shame because there are various federal programs available to developers that can help them maximize the value they get from building low-income housing.

Not sure that I've ran across a lot on here, and it would probably be best to find someone local who knows both your state and federal tax laws because those would all have an impact on their answer.Hope this helps!

As a real estate lender, you must comply with every state and every federal law that every other lender has to, including paperwork.
