By meaning sending letters i was meaning like sending letters to the homeowners who are in pre foreclosure to see if they would like to sell and or track down the absentee owners through the central appraisal district and mailing them to see if they would like to sell.

I own a few properties around the Plaza district too, and every time I visit it seems like another house on the block is being renovated or flipped...so it's definitely reassuring that other investors consider the area to be up-and-coming.

Also, my kids go to that school district, and the extra space will come in handy when they're teenagers.

I like to stay close to a Regional Rail station while keeping in mind which school district I'm buying into.  

The school district is great and will help with rental values.

Some cities just don't have good school districts so even nice, upper end, owner occupied neighborhoods can have marginal or poor schools.
