I've considered direct mail but my family property has been inundated with letters and cold calls which leaves me at a loss as to how to appear different than everone else.Another question, should I be looking in other parts of the country with better value to rent ratios?

Because none of this information was provided to me at the time, I do feel like I was slighted.

Currently all units are ~$50-75 below market in the zip code with water, hot water, gas heat/cooking included.Monthly gas is ~$300/month year round (higher in Winter of course, etc) and the current gas boiler/heater is 20 years old and the longest tenured tenant told me that it was on recently after a circuit breaker trip and it had to be turned off manually at the unit. 

In my opinion, it is one of the biggest oversights of the land lord tenant ordinances in Chicago and also in Cook County.
