The lease I inherited had the landlord paying the water bill, and all other utilities are tenant paid.So I am thinking Rather than increasing the rent, it would be a good idea to keep the rent amount the same but have the tenant pay the water bill.I'd love to get some thoughts on this- is this a good idea?

If you can't afford to have 20k-30k in a true "rehab" budget for this, I think you'll find you are fronting a high CAPEX bill up front with no/little income coming in, and that can be a major strain if you aren't expecting it.

In Baltimore the water department leaves the bill on regardless if its paid thus if the tenant does not pay it it can run real high over the years.
