Question for my fellow Californian, I have single-family attached home or townhome that want to convert my attached garage to a two-story ADU but the city is telling me I can not build the 2story ADU and I can only convert the garage to Studo ADU or One bedroom ADU but I can build and add that 2nd floor as part of my primary homa but it can not be part of the ADU because my home classified as multifamily because is attached, regardless of what is in my title or tax assessor and appraisal district...  

It is not attached, but we did not want to take up the whole backyard with a garage.  

There is a sunroom attached that isn’t connected to central heat and air, but has a window unit.

@Bob Norton so is this what it means when a mobile home is "attached" to land? 

The real reason I purchased the house was it being historic ca. 1886 and I think it had a lot of character (see the attached image).
