I would review the comps that both the appraisers used to evaluate the property as one appraiser's comp is not the same as others.

Probably not an issue right now or in the near future.You will need to honor the lease with the restaurant tenant so you need to review the lease to determine cancelation options although they may be more than happy to walk from it right now as they can't possible be doing any business.

With many financial institutions and what have you letting them defer (car payments, credit cards, etc) for 30-90 days, rent should be a top priority. 1 tenant is a server at a resturant and all resturants are shut down.
