If tenants aren't paying they won't care if the windows open in the winter with heat on or keep the ac at 65 in the summer.I would pass and look for a property where all utilities are separate and tenants pay for them.Don't be discouraged though I had to pass on my first duplex I got under contract because the inspection did not go well and I decided best to pass and really focus on buying only good deals.
