The only thing I give to new tenants is an information package, like Brandon mentioned, with phone numbers for the local utility companies, instructions for the proper care and feeding of the property, safety information (number and location of smoke alarms, CO detectors, fire extinguishers, etc.).

"Oh, I smoke, but only outside."

Generally, builder's risk coverage will cover things like smoke damage, vandalism, theft, impact damage, etc.

There is a specific brand of kills primer that is specially made for fire damaged houses encapsulating and covering smoke smell.

My calculator smokes.

Has anyone attempted to evict over smoking in the unit?

I've also used the shellac based Kiltz (often used to cover smoke damage after a fire) with excellent results.
