Possible reasons unrelated to physical condition could be: original list too high, poor marketing, unresponsive realtors (yup, it happens), prior deals falling though, and last but not least, timid buyers like yourself who think there is something wrong with a property if it doesn't immediately sell!!!

If residents are using more parking spaces than what is assigned, I would make sure you include how many spots each tenant is entitled to in their leases.If the problem comes strictly from poor parking practices I would consider putting in lines.
