Your best course of action is going to be to really see what you can do to get your credit score up as quickly and as much as possible - you will likely be able to find options right now - but your terms are going to be much much better if you can get that credit score even up like 30-40 points

Tricky, to get people to move in, it would need to be accessible to transportation, town...but the city has not accepted them so much legally as a living space.

Personally, I am avoiding those markets for now just for a sustainability and environmental outlook, but I would overestimate for insurance premiums, almost 2x what you think just so you have a buffer.
