But if you were so inclined, you can come up with a new site plan, probably would want to have an engineer look at it, and then you would hire somebody with equipment to move the dirt around and read grade the property so that it's no longer in the flood zone.

Yes, there are those that wholesale these properties, but I'm concerned that in many cases they are wholesaling them to people who aren't equipped to handle them.
