Can anyone recommend low cost low rate options for credit cards ?

In 2015 we went through a personal tragedy and we were forced to use credit cards to deal with it.

The will ask for your last two years tax returns, W-2's, most recent pay stubs and two months bank statements as well as statements of other assets you may own, as well as your credit score.  

@Jonathan Hernandez in both scenarios you are borrowing the down payment and a line of credit for the rehab.

Peter, if they have good credit and W2, you should be able to get them qualified w the commercial division of First Federal Lakewood.

They were there for six years before I took over management so the damage was done and we kept them as long as possible, knowing we would have to gut the place when they left. 

I've joined the two major landlord Facebook groups for Ontario and it's been an eye-opening reading experience.. the mechanics of screening tenants such as verifying income and credit are still a total unknown to me so I appreciate your advice.

As a matter of fact they usually place a hold on your Credit card until you fund the deposit.

It can be access to low/no interest credit cards, a HELOC, a personal loan to yourself from a 401(k), a wealthy relative, etc.
