You would certainly want the scoop from the local authorities before talking to the owner.As far as wholesaling, as long as the owner can pass clear title and someone wants it with all its warts, I don't see any problems.

Now if you find a contractor that does a great job at a reasonable price you can not use him as often as you would like because if you begin to account for a major portion of his revenue that can be construed by authorities as he is being misclassified as a contractor instead of your employee.

I suggest that if Federal dollars are used to pay for state, county and municipal jobs that those workers have to go on Federal pay scales.I'm pretty sure that the average salary of a federal employee has surpassed that of the average salary in the private sector.The problem is that all this stimulus and govt. spending and govt. salaries are just numbers on paper to our elected officials and govt.
