A law can be passed, voted in, signed in and enacted whether it is unconstitutional is something that is dealt with later in the court system.A single person or a group of people can not themselves declare a law unconstitutional, that is reserved for the courts to decide.If you know of another explanation of how laws are passed and enacted please educate me.

You can simply say no, but if you’re honest and have a good reason/explanation for the answer the the tenant is going to be happier about the outcome.Be clear upfront about expectations and that you will hold them to their agreements, this solves so many problems before they even happen.
