I have never used a VA loan, don't the houses have to pass inspection that render the loans useless for fixer uppers and investors?

For my next purchase, I am interested in buying a cosmetic fixer upper with solid bones (foundation, roof, electrical, plumbing, HVAC) and rehabbing the property to add value.Lessons learned?

I can tolerate a fixer upper (Not a full gut) maybe flooring/paint and a kitchen or bathroom or two but don't want a full reno or a gut, if I can avoid it.
