@Wilson Lee You need to stop giving your renter the option, serve her with a 48-hour notice that you'll be entering the property and then do so, she is not in-charge here.

And for water/sewer, you can either install sub-meters and charge for usage (better way, but more expensive) or just come up with a flat fee and pass it along to tenants.That's my two cents -- hope it helps!

So if you provide that service for someone then you are entitled to charge for your knowledge of potentially qualifying a borrower.
