With only 100k to deploy the Midwest will offer cash purchases and more monthly cash flow and usually less dollar appreciation, long distance travel, and extra time to manage.

Can I make an offer on 2 properties at the same time and walk away from one that I didn't like the most?

While there have been stats come out the past couple of months that say rents are up, I don't really believe that when you see the newer properties offering 2-3 months free rent.

Additionally this hard money lender is at 75% loan to value are there any lenders offering 80%?

All of those help me purchase a property with as little out of pocket as possible and we usually execute with Hard Money.Hope all of that makes sense but feel free to ask anything additional.
