considering a probate property coop in Woodside, NY

Hello real estate broker said property will be up for sale under market value 2 bedroom coop in Woodside, NY area in the 400k range value range for a fixed up same apt is listed and sold 545k same size 950sf to remodel all of apt am assuming 50k cosmetic remodeling not in the walls. Would need everything kitchen and bathroom and bedrooms and livingroom sanding to painting and floors. Need to look for a contactor as well. 

not sure if it will be a good move and time frame to get it done 2 months or less? Should I make an offer? Planning on living in coop for 6 years or more then selling it. At the same time I will be selling my 1 bedroom coop to buy it not sure how long before coop apt (2bd ) will be available but real estate broker told me soon. How much under value do they legally mark a probate coop apt. Any advice would be appreciated !

also do you recommend selling coop before buying or buying first if I sell my coop first 260k after all fees and at the moment I have 60k cash in the bank not sure if it will be enough for closing ?
