@Jonathan Klemm is correct that we commonly will submit for a building permit and then during that process need to pursue a Zoning Variation for any special zoning issues.

They should carry renter's insurance that would put a long term tenant up in a hotel until the issue is resolved.

Seeing as he is getting a construction management minor, he is very aware of code issues as well as costs.
