I am still in the process of weighing my legal options but am getting very concerned because a good tenant in a different unit said last night there were seven individuals having a loud party in the vandalized unit late at night.

It seems it tries to cover the damages from, for example, break-ins, or kids throwing rocks at the windows.

Loud dogs can create issues with neighbors, and pet hair means more strain on your HVAC as well.

Do I ask the gentleman to use a licensed contractor, or can I just go tell him to kick rocks (does my agreement hold any weight on his end)?

Keep it simple at first and set realistic expectations--saying we'll be financially free in one year is a bit overkill unless you are a freaking amazing rock star and have an incredible mentor.
