It seems you might be looking for a reason to agree with them.I'd say the house was rented AS-IS and leave it there.I learned my lesson doing "nice things" in the hope the house would sell to residents, but this list got longer before their intent became clear.

Our relatives just paid a lawyer 1500 dollars for some issue they had with a title from our family house and that was talked down from 10K.Plus, I just don't see myself paying cash for some tiny ill built apartment for 110K in a not very special area just because everyone else is doing it.
