And, the next day, I'd give them written notice that if the cops were called again, I'd be giving them notice to move out.It might not be convenient for you to go over there yourself when you get a call, but you can call them up and tell them they're scaring the other tenants and you don't want his behavior to cause other tenants to move out.

If the price is what a commuting professional should expect to pay, has the amenities they might want (maybe easy access to dry-cleaners or take-out, a nearby coffee shop, etc), and is convenient to where they are commuting to, the property ought to act as its own attraction.
