@John Moore  Since you said you "recently" acquired this duplex, and the tenant is paying "way below market rent", I'm going to make the assumption that this tenant was already residing there when you bought it (since I doubt you would have placed a brand new tenant there at "way below market rent"). 

Again, I'm not experienced with how that might vary as a full rental vs 1/4 owner occupied, but I kind of doubt it matters what the status was at the time the improvements were actually made.Again, those are just some thoughts, and I am not licensed or qualified to provide tax advice.
