As massive as the power industry is and the regulatory world around it, I can't imagine being able to go into the business of providing utility services for a profit and not be regulated at all.My experience also tells me that the public or a consumer in utilities is not defined by being a residential or industrial matter, I do know PURPA touches on residential services but it also includes any consumer.

Teri, the best advice you have given is for Zach to see his attorney and disclose his activities.If people would begin learning about RE from the basics, by that I mean the reason RE is valuable, what the economic considerations are, what types of interest are held in RE, what rights exist, what are the bundle of rights, what does "DUST" refer to in RE, how are these rights valued, then how are land and improvements valued and why, what legal constraints are there in owning or holding RE, how are business law issues and contracts applied in RE, what are the legal aspects of liens, encumbrances and interests at law or in equity?
