We have gone in front of judges in housing court many times and when ever it was brought up that the tenant did not have access to the basement they argued about how would the tenant get to the breaker if tripped.

We understand the rent is still due and payable, but even if the tenant does not pay, it will be up to the landlord to go through l/t court or other collections post-moratorium to sue for the money.
