There are many ways to protect yourself, the best way in my opinion, is doing your “due diligence” on the Ira company and even more important is the “due diligence” on the investment.In this day and technology age background checks, social media, state and local licensing filing pages on line, better business bureau, BP forums, etc I don’t think a company advertising and in the public everyday  can fool all the people all the time. 

DC is in theory “recession proof” due to the government jobs and the industries here.

An appraisal might be needed as proof or maybe a BPO.
