Don't talk to "mortgage departments", talk to the "commercial lending" departments. 

The Lis Pendens search shows that the city of Atlanta and the Atlanta police department have a lien on the property.

But I can help you in that department to make managing this stuff much easier to track.

In Nashville if you do this you will get hit with a fee for not going through the codes department.

Also, the building and permit department for the City is difficult to deal with.   

Based on the meeting we had this morning, I doubt if my department will exist much longer.

Call the state department of environmental quality (or who ever regulates commercial septic systems in your state) and see what they say.

its the act of marketing a home you do not own that violates state real estate laws.. at least in our state.so that is why in my response I told the guy you may want to check with your state real estate department..

Each bank has an REO  (Real Estate Owned) department.
