I have started to work directly with the city to get approval to construct multiple duplexes on the property, a surveyor/engineer, and an architect finishing the plans.

Together, it worked out for me as their combined income allowed them to always make rent. 

DSCR loans typically wont work for rehabs, either.

Rates will come down and homes will hit the market but you will continue to have the problem that most people cannot afford a home and the numbers do not work for investment purposes.
