@Sean Tracey  toilet falling through floor because of the oversized tenant.. learned that toilets and sub floor have a certain weight if that weight is going to be quite a bit more than norm ... action is needed to keep this from happneing

If you connect the GFCI outlet properly (wires coming from the panel in to the 'line' side and wires going to the rest of the circuit to the 'load' side) then yes, it will protect them.
