You are referring to qualification requirements which of course minimum income requirements are requiredSo back to your post. 

Good reminder to double check references and always follow other due diligence steps.

It must meet Minimum Property Requirements (MRPs) as laid out in the lenders guide on the VA website the BLUF of which is they must be Safe, Sound and Sanitary.
