My husband is active duty so local is relative.

I have not done it internationally, but I have purchased, managed, BRRRR'd, and flipped multiple properties out-of-state successfully while active duty military (I've been in the Navy for a little over 14 years now).I recommend starting with David Greene's book "Long-Distance Real Estate Investing".

USVI has similar programs as PR for those that invest in Enterprise Zones and/or establish companies within the territory receive a 90% reduction in income tax + waiver of property tax, customs duties, gross receipts, among other things.While each territory has its own unique tax incentives, we still enjoy the best of both worlds as we also have federal Opportunity Zones, in fact, I believe ALL of Puerto Rico is within an Opportunity Zone. 

Keeping your books and records in order can be a huge task, but it’s vital in allowing you to make informed decisions, have accurate financial records and ensure you are in compliance with regulations.

If contractors say 3 months expect for 6 :), and who you work with to finance your deal is vitally important.

If the PM was really negligent in their duties, you may consider filing a complaint with the state regulatory board. 

As a current active duty member myself, I will give you my two cents.  

As a licensed real estate agent, you owe fiduciary duty to everyone you represent and that fiduciary duty requires you to not just have the competence but also the local market knowledge needed to serve your clients best need and provide them with professional insight/advisory. 

We’ve also toyed with the idea of buying a single family for the short time we are here then converting it into a short term rental once we get our next duty station.
