The only issue is that many CPAs have limited experience in 1031s - It has been difficult to find CPAs who are well aquainted with 1031s/more complex real estate taxation. 

Getting the monthly newsletter and quarterly financials with no access to the “behind the scene effort” yields little actual knowledge in my opinion.

Counties are getting better and better at readjusting taxable values more frequently, so in my experience you MAY have a year or two where they don't tax at the real value, but eventually they will adjust it up to that level.
