@Erin T. the exact line in the updated ADU laws that @Dan Heuschele and @Eddie Torres is 65852.2(d)(2), which says "The local agency shall not deny an application for a permit to create an accessory dwelling unit due to the correction of nonconforming zoning conditions, building code violations, or unpermitted structures that do not present a threat to public health and safety and are not affected by the construction of the accessory dwelling unit."

One thing I wasn't sure of: if my insurance company pays an amount to me for 'loss of rents' but it shows on my statement under the 'Dwelling' category of the policy, do I treat that portion as rental income or as part of the overall dwelling payment for loss of the property (and thus part of the 'sale' price for the involuntary conversion)?
