They don't give you the cash without having some sort of collateral.  

The buyer has to put up a deposit because a contract is not valid without some sort of consideration.The buyer has more opportunities to back out of deal than a seller does.

From the image you have it looks like it should drain away from the foundation already.

Being that I have some knowledge in real estate (buy and hold/ flips) I understand there is a way to do some sort of financing on my end to help out.

Often times municipalities have sort of an FAQ page on their website where you can get some information without having to read the full building code.

I don't know who or what kind of attorney would charge $3,000 for merely a consultation...I think there may have been some sort of miscommunication there.

@David Jenkins  if I'm reading everything correctly, I would use the extra cash to pay down my debt or reinvest the extra cash in a mutual fund of some sort until I can find another property.

I sort of like the idea of private real estate funds like MLG Capital and Origin. 

Question:  Do people generally scale in and out of the market, i.e. take profit, buy low, sale high sort of strategies or always buy and hold.
