When we dug up the sewer line lateral years ago the ground 6’ deep was dry.

If you can put 50k down on two properties and obtain financing (so long as the properties cashflow) then you have a cut and dry option. 

All the quotes that I've got were in the range of $200 - 400 (typically ~$150 for each) which seems to me to be too excessive especially for a dishwasher that by itself costs ~$450 ........  

State law gives landlords the heavy lifting on termites/rodents but those can be controlled by keeping the property as dry as possible and keep foliage off the house.
